This work proposes the idea of collaboration between universities and the public sector in the field of research and development. It identifies the factors and methods that facilitate this partnership in the transfer of knowledge through a systematic review of the existing literature. The aim of this study is to contribute to the achievement of the SDGs through Public Private Partnership (PPP) and development for mutual benefit of both parties. The review begins by citing some benefits of this relationship on both sides, indicating the need to find the appropriate factors. Then important tips are mentioned to overcome the difficulties and the success of this partnership. Then some important questions are raised for future study based on contradictions in existing research and the open questions be faced with during the analysis. It discusses the impact of this idea to the SDGs and reviews a range of methods such as Critical Success Factors, Open Innovation and Meta-Rule. Then the study offers case studies for offering evidence about real success of Public Private relationships.
