Implement and promote best-practice energy efficiency and measures at the University of Bahrain.

Purpose

Obligating to Bahrain Economic Vision 2030, which emphasises on reducing the dependence on oil, improve sustainability, reduce overconsumption of water, electricity and gasoline, reduce carbon emissions, and promote the sourcing of more sustainable energy, by ensuring that its energy policies comply with the National Renewable Energy Action Plan (NREAP) and the National Energy Efficiency Action Plan (NEEAP). This shall reduce the amount of pollution caused by its energy consumption, particularly CO2 emissions.

Definitions

Clean energy: refers to any source of energy with no CO2 emission, such as renewable energy.

Energy efficiency: refers to the amount of energy used compared to energy input.

Scope/Application

The scope of this policy covers the following:

  1.  Increase the role of clean energy in the university energy management strategy.
  2. Reduce the loss of energy from its buildings to the minimum practical level.
  3. Develop a programme of preventative maintenance to maintain and optimise the energy efficiency of the buildings.
  4. Adhere to the international standards for energy management, such as ISO:50001.

Policy Statement and Principles

  1. Energy management:
    • Implement an energy usage monitoring programme to determine the actual energy consumption for individual campuses and buildings per campus.
    • Identify areas of significant energy use at the university in order to set appropriate objectives, target and action plans designed to reduce energy waste
    • Support the purchase of energy-efficient products.
    • Manage activities and services in order to prevent high energy consumption.
    • Manage energy use by taking measures to reduce water consumption.
    • Introduce energy-efficient solutions to old buildings, such as, lights, movement and temperature sensors, and replacing HVAC equipment with more energy-efficient options.
    • Perform effective and regular maintenance.
    • Implement where possible, low energy and passible design within all new build and major refurbishment projects.
  1. Education, research and knowledge transfer:
    • Include energy efficiency and conservation education within the undergraduate and postgraduate curriculum development.
    • Promote innovatively; research projects focused on clean energy and energy efficiency.
    • Promote educational and outreach activities that linked to energy improvements and innovation.
    • Promote collaborative projects in partnership with public entities, community organisations, and industry.

Community and Awareness:

  • Train staff to conserve energy and to use it efficiently.
  • Raise the awareness of staff and students of the need to conserve energy, through campaigns, activities and any other suitable approach.
  • Staff and students to be made aware of the cost of energy directly under their control to encourage good housekeeping practice.
  • Work with schools and businesses and supporting a volunteering programme in energy conservation.
  • Make this policy available to interested parties (e.g. staff, students, and the public).

The Policy, accountability and evaluation

  • The University shall develop indicators and measures of success in the implementation of this policy.
  • An Energy Committee formed by the president shall provide an annual report to the university council on the process toward the established indicators and measure of the Energy Policy.
